Who works with the Independent Monitor?
Several organizations work with the Independent Monitor to ensure HCA honors its commitments:
- Dogwood Health Trust
- An Asheville Advisory Board that focuses on Mission’s Asheville campus and CarePartners
- Five local advisory boards that focus on Angel Medical Center, Blue Ridge Regional Hospital, Highlands-Cashiers Hospital, Mission McDowell Hospital, and Transylvania Regional Hospital.
- The North Carolina Attorney General
- Dogwood Health Trust and the Independent Monitor brief the North Carolina Attorney General’s Office on the Independent Monitor’s work on a regular basis, and summaries of those briefings can be found on the Important Documents page.
How do Community Members share their concerns and questions with the Independent Monitor?
The Independent Monitor offers several ways to share concerns or feedback related to HCA’s compliance with its obligations under the APA. You can select from the following methods:

About Fall 2024 Community Meetings – In response to challenges faced by many of the citizens in Western North Carolina and the damage to infrastructure, the Independent Monitor Team converted their Fall 2024 onsite visit to a virtual platform to allow meetings to be conducted electronically by Zoom, Teams, or conference call. It is our intention to provide ongoing opportunities to exchange information.

About June 2024 Community Meetings – In June 2024, the Independent Monitor held Community Meetings where individuals heard about the Independent Monitor’s work and were able to ask questions of the Independent Monitor. About 2025 Community Meetings – We look forward to returning to Western North Carolina for onsite visits in early 2025, as we continue our efforts to build community!

What happens if HCA does not honor the agreement?
If the Independent Monitor, the applicable advisory board and HCA cannot come to an agreement about a change in HCA’s obligations, then Dogwood Health Trust will attempt to resolve any dispute. If the dispute cannot be resolved, Dogwood Health Trust may choose to pursue the matter through the courts.
Who pays for the Independent Monitor’s work?
Dogwood Health Trust pays for the Independent Monitor’s services.
